$5 million program for science engagement activities

About

The principal objective of Unlocking Australia’s Potential is to increase the engagement of Australians in science. The program targets people who may not have had interest in or access to science engagement activities.

The Unlocking Australia’s Potential grant round makes $5 million available across three categories for projects to be delivered between 2012 and 2014. It is intended to fund a collection of projects that provide a good mix of activities with a variety of approaches, audiences, locations and topics. The grant aims to provide a strengthened, cohesive and sustainable national program of activities.

Priorities

The Unlocking Australia’s Potential round supports all principles of the Inspiring Australia (IA) strategy. Priority will be given to areas not already funded by the Inspiring Australia initiative. This is in accordance with the Unlocking Australia’s Potential grant guidelines.

The Unlocking Australia’s Potential grant round will also encourage:

A strengthened, cohesive and sustainable national program of science engagement activities. These activities will take into account existing projects and projects funded or supported by other means.

A spread of activities across Australia.

A comprehensive mix of activities in relation to delivery approaches, target audiences, geographic locations, and the science topic focus

A focus on priorities such as (but not limited to) youth, Indigenous communities and regional Australia

Innovative approaches to engaging audiences in science.

Grant category

The Unlocking Australia’s Potential grant is a competitive merit-based grants program. Funding is available under three categories of grants as follows:

Small Grants – up to $5 000 (GST exclusive) annually – typically to individuals or small organisations for delivering innovative science engagement activities.

Medium Grants – up to $45 000 (GST exclusive) over three years – to organisations for delivering high impact science engagement projects at a regional or national level.

Large Grants – up to $500 000 (GST exclusive) over three years – to organisations, in partnership with other organisations, for delivering high impact and nationally significant science engagement projects.

Relevance

Outline which identified Australian needs, priorities and trends are being addressed. Ensure your statement of relevance includes how the Project will address current needs and/or priorities according to current Inspiring Australia priorities.

Please note there are two aspects to this question:

The need, priority or trend for Australia

The priorities of the Inspiring Australia strategy.

For example, you may have research that identifies how general public engagement with the science of feral animals is a crucial need for Australia’s environment. You may also be aware of the Expert Working Group on the Desert Region of Australia and their recommendations about science literacy and local science issues. With these two things in mind you have developed a project to engage people living in the desert regions of Australia that will increase science literacy with a particular focus on the science of feral animals.

When you outline the relevance of your project, make it clear how the project addresses both aspects of relevance.

It is also important that you provide relevant information that explains how your particular topic, theme or idea is relevant to Australians. Include summaries of relevant research which supports this.

Toi link your project to a current Inspiring Australia priority or outcome, it helps to reference and/or explain from where your understanding of this priority or outcome comes. For example, an Expert Working Group report or the Inspiring Australia report.

Merit Criteria

Unlocking Australia’s Potential pplications received from eligible applicants for grant funding will be assessed on their merits in a competitive process.

Each Unlocking Australia’s Potential applicant will be asked to address these criteria and equal weighting will be applied to consideration of these merit criteria during the assessment process. Small grants will provide a few sentences against criterion 1-6 while medium and large grants will require more detail and will answer all 8 criterion.

1. Strategy – Provide a clearly articulated strategy with the purpose, expected outcomes and key performance indicators of the Project. The strategy should include how this Project will increase the engagement of Australians in science, especially those who may not have had interest in or access to science engagement activities.

2. Relevance – Outline which identified Australian needs, priorities and trends are being addressed. Please also include how the Project will address current needs and/or priorities according to Inspiring Australia priorities.

3. Credibility – Outline how the Project will ensure credible, defensible and accurate science content.

4. Target Audience – Describe your target audience and the rationale for this group.

5. Evaluation – How will you evaluate the success of your Project? Provide a description of the methods you will employ to measure the impact.

6. Design – Describe the rationale for the Project’s delivery mechanism. (NOTE: Small grants must be innovative in their approach to engagement).

7. Collaboration – Outline the collaborations and partnerships involved in the design and delivery of the Project, including the amount, source and nature of funding and other contributions from partners.

8. Promotion – Describe your promotional strategy for both the Project and its outcomes, including how the Project will be branded to promote the broader Inspiring Australia initiative.

About applying

You must read the Unlocking Australia’s Potential Grant Guidelines and information provided carefully before applying.

The Unlocking Australia’s Potential round is open from 16 January to 29 February (4pm AEDST) 2012.

5 projects shared in $13 M in funding through the Defence Capability and Technology Demonstrator Program

  Overview

Five projects were selected out of 119 submissions received under Round 15 of the Defence Capability and Technology Demonstrator (CTD) Program. They included research projects involving helicopters, objects in space, sonar analysis and solar energy had been selected to receive combined funding of $13 million.

Since the program began in 1997, Defence has invested $237 million in 99 projects. Of these, 72 projects have been completed successfully, 11 projects have transitioned either into service or as a contender for a major project, and a further 11 have transitioned into funded CTD Extension or CTD Transition Projects.

These are very good results for high-risk research and development projects that benefit Defence and Australian industry.

Recipients

Phoenix – Nanoparticle-Hydrophone Development

This proposal has the potential to improve underwater sonar sensing for ships, submarines and unmanned underwater vehicles (UUV).

The small pad-like devices could be installed in large numbers on the hulls of vessels, reducing the overall size of the vessel by eliminating the need for bulky sonar structures and taking the place of sonar array cables.

Sonartech Atlas - Active Pulse Analysis System (APAS)

This proposal aims to develop an advanced underwater detection and analysis system as well as innovative displays to enhance a vessel’s sonar sensing capability.

The APAS would allow automatic scans of the large amounts of information collected by a ship’s sonar to detect targets and to assess the type of detection, allowing the operator to decide which signals need further attention.

Tectonica - Integrated Power System for Dismounted Combat

This technology seeks to reduce the weight of batteries a soldier needs to carry to power equipment such as GPS systems and radios for communication. It also aims to reduce the complexity of the power system.

Foot soldiers are increasingly reliant on electronic devices which require battery power but they increase the weight a soldier has to carry.

The proposal would integrate flexible lightweight power generating solar cells, more efficient power storage technology and power generating electronic textiles, and apply smarter techniques for managing the power requirement.

Nautronix – Pegasus Aircraft Buoyancy System

This proposal will demonstrate a lightweight, detachable emergency floating device for the Australian Army’s fleet of helicopters.

With the introduction of new LHD (Landing Helicopter Dock) ships, Army will operate helicopters from naval platforms. Therefore a capability to enable a helicopter to remain afloat after ditching in the sea is vital for the survival of the crew. The Pegasus concept aims to keep an aircraft up to 10 tonnes in weight afloat. The system will weigh less than 50 kg and provide quick and easy attachment.

It will have the capability to lift the aircraft to the sea’s surface from a depth of up to 10 metres and will operate automatically or under pilot control with no wired connection to the aircraft.

EOS – Integration of EO/Laser Space Object Tracking Capability

In this concept it is proposed to develop a system that can significantly improve the ability to track objects in space.

It would provide considerable improvements to existing and planned space surveillance systems. Better accuracy and reliability will mean greater protection of operational satellites from colliding in space.

Expert Assistance

Only 4% of the applicants were funded. Do you want to increase your chances of being funded?

$236 for R&D research hubs and training centres.

About

Through the new Australian Research Council Industrial Transformation Research Program, the Government will invest $236 million in quality R&D partnerships that will help transform our industries so they can prosper in a richer, fairer and greener Australia.
The Industrial Transformation Research Program will:

focus on research areas that are vital for Australia’s future economic prosperity—such as engineering, materials science and nanotechnology, communications, chemical engineering and biotechnology;

support Industrial PhD students and researchers to gain ‘hands-on’, practical skills and experience in these important areas; and

foster important partnerships between business and universities.

To achieve this, the Industrial Transformation Research Program will fund research hubs and training centres.

Industrial Transformation Research Hubs

The Industrial Transformation Research Program hubs will encourage R&D projects that could help solve the big problems facing our industries today. In these hubs, managers, researchers and industry workers will work together to address everything from our need to reduce pollution in our manufacturing processes to our struggle to compete locally with a high Australian dollar.

Up to 20 research hubs will be established nationwide with initial funding for up to four years. This funding term gives our researchers and industry partners the flexibility to undertake comprehensive research programs that will help tackle our big industry challenges, as well as short-term projects that may help answer emerging issues or questions.

The Government will invest up to $1 million per year in each Industrial Transformation Research Program hub with this investment being matched by industry partners.

Industrial Transformation Training Centres

The Industrial Transformation Research Program training centres will foster close partnerships between university-based researchers and the industry members who will use the research outcomes.

Up to 50 training centres will be established nationwide. Around 20 of the centres will include training in social impact, inclusion and industrial and community transformation.

As part of the Industrial Transformation Research Program training centres component, the Government will award up to 600 industrial PhDs to embed students in industry settings, directly harnessing research capability to address industry needs.

Up to $1 million per year will be provided for each centre for up to three years. The 50 centres will be selected over a five year period.

Expert Assistance

There is no exact timing at present but we recommend starting now as grant deadlines are normally only 4 -6 weeks from the announcement date. This does not generally allow enough time to form a competitive application. Universities that are more successful are the ones that already have the project scoped and costed.

Industrial Transformation Research Program Activites that can commence now include:

Identify Research Strengths

Align to National Research Priorities

Define National Impact

Design Research Program

Project costing

Develop participant prospectus

Approach industry partners

Approach research partners

Sign up participants

Complete the application

We will have more details on the Industrial Transformation Research Program application process in 2012.

Industrial Transformation Research Program Application Form PDF [111KB]

10 of the 26 CRC bids have made it through to stage 2

Existing CRCs or CRC rebids have a higher chance of success

It has been reported that the odds of making a successful CRC bid are in general 13 percent. However, it would appear that the chances of launching a successful new CRC bid are only a third that of an existing CRC.

In the last 3 years, there were 23 successful CRCs, receiving over $472 million in funding. More than half of the CRC applications through to Stage 2 are new bids but only represent about 25% of funded bids.

In stage 2 of Round 14, 7 of the bids came from former CRCs or unsuccessful round 13 bids. Evidence would suggest, that those with more time to submit an application or better knowledge of a broad research area have a better chance of success.

Applicants have until September 2011 to submit research proposals and will be interviewed in the second week of November 2011.

Of the three new CRCs in this round, they will need to present a cohesive and knowledgeable team. Because of the complexity of preparing a CRC application, many of the program leaders are not aware of the intimate details of how their research outputs translate into economic impacts. This often comes across in interviews, hence the need to conduct mock interviews.

Stage 1 assessment outcomes

Stage 1 of the assessment process for the 14th CRC program selection round is now complete. A total of 10 applications have been invited to Stage 2.

Applications invited to Stage 2 are:

Plant Biosecurity CRC

Sustainable Heritage and Responsible Development (SHaReD) CRC

Invasive Animals CRC

The CRC for Low Carbon Living

CRC for Living with Autism Spectrum Disorders

Automotive Australia 2020 CRC (AA2020CRC)

CRC for Water Sensitive Cities

CAST CRC

CRC for Polymers

Designing Better Cities and Regional Centres CRC

Applications that did not proceed:

CRC for Cotton Regions

CRC in Pharmaceutical Analysis

CRC for Regional Innovation

CRC for Nanodevices and Therapeutics

CRC for Forestry

CRC for Metals Discovery

CRC for Beef Genetic Technologies

CRC for Innovation in Learning and Teaching with Technology

CRC for Lung Health

CRC for Telehealth and Telecare

CRC for Social Inclusion

Australian Power CRC

We are working with 2 CRCs through to Stage 2 and have previously assisted 8 funded in previous rounds. If you bid was not successful, please contact us to see how we can assist your Round 15 rebid.

25% funding for manufacturers to improve the energy and/or carbon efficiency of production processes

What is the Clean Technology Investment Program?

The Government has allocated $800 million over seven years to the Clean Technology Investment Program. The Clean Technology Investment Program will provide assistance to help manufacturers make the transition to a low carbon economy and assist businesses to move into less emissions-intensive and more energy-efficient production processes.

The goal is to help businesses to invest in improving their energy efficiency and to reap the benefits of reduced energy costs.

This program looks very simliar to the closed Re-tooling for Climate Change

Who is the Clean Technology Investment Program for?

The Clean Technology Investment Program targets businesses that have an annual electricity consumption of at least 300 Megawatt hours or 5 Terajoules of natural gas in the year prior to application, or are directly liable under the carbon pricing mechanisms but not for activities eligible for assistance under the Jobs and Competitiveness Program.

What does the Clean Technology Investment Program offer?

Competitive grants will be provided to improve the energy and/or carbon efficiency of production processes. Clean Technology Investment ProgramFunding will be based on a co-investment of $3 for each $1 of government funding. There will be a minimum grant size of $25,000.

Examples of eligible projects could include:

supporting the development of products and adoption and deployment of technologies to reduce energy use and/or carbon emissions at manufacturing facilities;

projects establishing new facilities that replace existing eligible manufacturing facilities;

process re-engineering involving the adoption of energy or carbon efficient manufacturing; supporting the conversion of facilities from coal to natural gas;

investing in cogeneration plants; and

assistance with the implementation of energy efficiency opportunities for example:

improved design in production systems

behavioural changes e.g. reducing unnecessary usage

intelligent control systems for production and factory management

waste heat recovery, including co-generation, insulation, heat exchange recovery on heating, ventilation and air-conditioning (HVAC) systems, condenser heat recovery in industrial refrigeration

intelligent lighting, including improved lighting design, efficient lighting technology and control systems

improved efficiency for refrigeration and HVAC systems, including improved technology, maintenance, controls, set points, sensor location, rapid heat load shedding

improved electrical motor efficiency, including high efficiency motors, system design, motor starting systems, variable speed/load motors and control systems (reducing number of start times)

When will it be available?

The Department of Innovation, Industry, Science and Research will consult with stakeholders between October and December 2011 on the specific design of the program.
It is anticipated that funding will be awarded from May 2012. A call for applications will be launched in the first half of 2012.

Contact us now to disscuss whether your proposed project will qualify for a grant.

$3 million per project will be available to the Australian consortium for joint research between Australia and India

About the Grand Challenge Fund

In November 2009, the Prime Ministers of Australia and India announced a substantial increase in support for the Australia-India Strategic Research Fund (AISRF). As part of the expanded program, Australia and India agreed to introduce a new ‘Grand Challenge’ component, to fund projects of larger scope and scale designed to deliver tangible outcomes in areas of shared ‘grand challenge’.

Funding will be awarded on a competitive basis to consortia of one or more eligible partners from each of Australia and India for joint research projects in specified priority themes. The projects would typically run for three years and for no longer than four years. Total funding of up to AUD 3 million per project will be available to the Australian consortium. The Government of India will provide matching support to the Indian consortium.

To be competitive, applicants will need to demonstrate that:

their proposed research would make a significant and original  contribution relevant to a challenge shared by Australia and India;

this contribution would be utilised by an end user (a company,  government agency, NGO or other organisation), for either commercial  benefit or public good (‘clear path to end use’);

collaboration between consortium members would be genuine and necessary to achieving expected outcomes; and

that the project leaders are capable of managing projects of this scale and complexity.

The Grand Challenge Fund will have a two stage application process, a call for expressions of interest (EoI), followed by successful applicants being invited to move to the second stage and submit a full application.

EoIs opened at 09:00 on 29 November 2010 and will close at 16:00 on 28 January 2011.

For those EoIs that have been shortlisted and subsequently invited to submit a full application, the full application round will be open from 9:00 (AEST) Monday 11 April and will close at 17:00 (AEST) Monday 6 June 2011.

Priority Themes

The grand challenges will be in the broad themes of ‘energy‘, ‘food and water security‘, ‘health‘ and ‘the environment‘.

The first round of the Grand Challenge Fund, which opened on 29 November 2010, will address challenges in the themes of ‘food and water security’ and ‘the environment’. The second round of the fund, addressing ‘energy’ and ‘health’ is due to open late 2011.

Given the complex nature of the challenges in these themes, multidisciplinary approaches are encouraged.

All applications within the two nominated themes for Round One will be considered, but proposals that fall within the subthemes identified below are particularly encouraged.

Food and water security

Integrated water resource management

Potable water supply

Plant and animal sciences

Dryland agriculture

Post-harvest management

The Environment

Regional climate modelling

Marine

Bioremediation
